Rochester School Corporation may be violating federal McKinney-Vento Act and funding provisions with outright denials of Vento advocate to families, while still using funds!

It is my belief after reading up and doing some research on Google that the Rochester School Corporation here in Rochester Minnesota may be committing financial fraud in regards to financial fund or grants they may be using for the McKinney-Vento act.
The act, like any other federally funded program has a set of rules and regulations that must be followed in accordance with those using the funds and how they are administered.
The very fact that Superintendent Michael Munoz and his Assistant Brenda sent out a letter and initiated a public/private (communications and easy. open entrance to the Edison Building) block of us getting complete and unfettered access of these services while using the funds may have automatically pushed the school corporation into a position of Federal fraud and misuse of Federal funds.
Regardless of how Mr. Munoz or any of the people working below him feel about m using adult words they cannot wrap their fragile minds around, the corporation cannot use and spend the funds and at the same time deny use of an advocate any time our family or any family needs the service.
We have had similar problems setting up transportation and with communications to the school about our kids being under the act, as the person tasked with making those connections at the school the kids would be attending never made it happen.
This person is tasked with helping families remove certain barriers to the education process and families similar to ours have received little or no help on purpose. 

Misuse of federal funds and possible fraud, outright denial of federally guaranteed Vento services, no access to a Vento advocate and a criminal, illegal block of participation in our kids education because we will not bow down to the people working at the Edison Building.

Kind of sums up my argument that the thirst for control and choking conformity from parents is more important here, rather than following the rules of federal law.
They are so corrupt and full of themselves that they don't even notice when they so something once again that openly violates a long standing law on the books.
Score another notch in the belt for another vivid example about the kind of people we are dealing with here..

I'm again going to write the state of Minnesota person in charge of the McKinney-Vento Act and write our Congressman and ask them to investigate the legalities of what they are doing here. I can easily prove by Mr. Munoz's letter that we have been openly denied Vento resources and if someone at the federal or state level takes interest, the school corporation could face sanctions, fines or outright denial of federal education dollars.

I believe it would be a fitting punishment and lesson for those who work here in the educational system and somehow believe the very spirit and rules of the law do not apply to them.
